Helping Hands Inc. Humanitarian All Nations Diplomatic Mission (HHIDM) operates in line with the principles and provisions of the Vienna Convention on Diplomatic Relations, 1961, the Vienna Convention on Consular Relations, 1963, and the principles contained within the Montevideo Convention on the Rights and Duties of States, 1933.
The Montevideo Convention identifies the traditional criteria of statehood, including a permanent population, defined territory, government, and the capacity to enter into relations with other states. HHIDM operates with its Constitution, Declaration, governing structure, laws, policies, guidelines, procedures, and bilateral treaties in accordance with its diplomatic and humanitarian mandate.

Established Pursuant to the HHIDM Constitution, Declaration, Core Principles, Core Values, Policies, Guidelines, Procedures, and Bilateral Treaties
These laws, regulations, and governance provisions have been developed, adopted, implemented, and maintained from 2001 through the present under the authority of the Constitution, Declaration, Core Principles, Core Values, Policies, Guidelines, Procedures, and Bilateral Treaties of Helping Hands Inc. Humanitarian All Nations Diplomatic Mission (HHIDM).
The laws contained herein constitute the official legal and governance framework of HHIDM and apply within HHIDM diplomatic centers, embassies, sustainable centers, educational institutions, healthcare facilities, agricultural projects, housing projects, cultural centers, administrative offices, and all facilities operating under the authority of HHIDM.
All laws, regulations, amendments, policies, directives, and governance provisions shall be reviewed through the established governing process of HHIDM.
No law, regulation, amendment, policy, directive, treaty, or governance instrument shall become effective until reviewed through the appropriate governing procedures, approved by the Cabinet, and signed by the High Office of the Honorable Minister of Peace, Honorable Kaushalya Siriwardana, Head of the Governing Body of Helping Hands Inc. Humanitarian All Nations Diplomatic Mission.
HHIDM maintains a governance framework founded upon education, healthcare, environmental stewardship, sustainable development, diplomacy, cultural understanding, responsible administration, healthy living, respect for all living beings, peaceful coexistence, and humanitarian service for the good of all.

The Cabinet governs the affairs of HHIDM through its Constitution, Declaration, Core Principles, Core Values, Laws, Policies, Guidelines, Procedures, and Bilateral Treaties.
All laws, appointments, treaties, diplomatic credentials, governmental directives, policies, procedures, and official documents passed by the Cabinet must receive the final signature of the High Office of the Honorable Minister of Peace and bear the official HHIDM seal before becoming valid and effective.

Governmental Reporting Structure
The Cabinet of Ministers is responsible for administering and governing HHIDM in accordance with its Constitution, Declaration, Laws, Policies, Guidelines, Procedures, and Bilateral Treaties.
Ambassadors-at-Large are appointed by the Cabinet and assigned responsibility for designated regions of the world.
Local Ambassadors within a region report directly to the Ambassador-at-Large responsible for that region.
Ambassadors-at-Large coordinate diplomatic, educational, humanitarian, cultural, environmental, and sustainable development initiatives within their assigned regions and work through the Ministry of Foreign Affairs.
All appointments, commissions, promotions, diplomatic credentials, governmental authorizations, treaties, policies, procedures, and laws become effective only after approval by the Cabinet, signature by the High Office of the Honorable Minister of Peace, and affixing of the official HHIDM seal.
No governmental document, law, appointment, treaty, diplomatic credential, policy, guideline, or procedure shall be considered valid until signed by the Honorable Minister of Peace and officially sealed by HHIDM.

HHIDM maintains bilateral treaties and diplomatic instruments that form part of its international framework and support its humanitarian, educational, environmental, healthcare, cultural, and sustainable development objectives.
Certain bilateral treaties, diplomatic instruments, protocols, memoranda, and related documents may contain confidential provisions, governmental communications, security considerations, administrative arrangements, or other information that is not designated for public release.
Accordingly, not all bilateral treaties, diplomatic instruments, or supporting documentation are published on this website.
The existence of a bilateral treaty, diplomatic instrument, or related agreement may be acknowledged by HHIDM where appropriate; however, the publication, disclosure, reproduction, distribution, or release of such documents remains subject to applicable confidentiality provisions, diplomatic considerations, legal requirements, and the authorization procedures of HHIDM and the relevant parties.
HHIDM respects the sovereignty, laws, customs, traditions, and governmental processes of all nations with which it engages and conducts its activities in accordance with its Constitution, Declaration, Core Principles, Core Values, Laws, Policies, Guidelines, Procedures, and applicable bilateral agreements.
Requests regarding bilateral treaties, diplomatic recognition, diplomatic cooperation, or related international matters may be submitted to the appropriate office of HHIDM for review and consideration.
The non-publication of any treaty, protocol, memorandum, diplomatic instrument, or related document shall not be interpreted as evidence of its absence, invalidity, or lack of effect. Certain documents remain confidential in accordance with their terms, diplomatic practice, administrative requirements, or mutual agreement of the parties involved.
