Honorable Kaushalya Siriwardana
The Honorable Kaushalya Siriwardana, Minister of Peace, is the Head of the Governing Body of Helping Hands Inc. Humanitarian All Nations Diplomatic Mission (HHIDM). She is a humanitarian leader, diplomat, diversity specialist, public speaker, and international social welfare worker with more than four decades of experience in diplomacy, humanitarian service, international relations, nonprofit leadership, aviation, and business management.
Throughout her humanitarian journey, she has promoted global peace, non-violence, environmental stewardship, cultural understanding, education, healthcare, and sustainable development. Her work has focused on addressing poverty, hunger, homelessness, access to quality education, environmental protection, and healthier living through sustainable and organic initiatives.
In 2001, Honorable Kaushalya Siriwardana founded Helping Hands Inc. (HHI), a United States nonprofit organization dedicated to humanitarian service for all people regardless of race, creed, or color. Through its programs, HHI has supported initiatives related to education, healthcare, environmental sustainability, food security, and humanitarian assistance.
She also serves as the Head of the Governing Body of Helping Hands Inc. Humanitarian All Nations Diplomatic Mission (HHIDM), a diplomatic mission operating in line with the Vienna Convention on Diplomatic Relations (1961) and the Vienna Convention on Consular Relations (1963). HHIDM promotes diplomacy, cultural understanding, sustainable development, environmental responsibility, healthcare, education, and humanitarian service through its bilateral initiatives and international programs.
Honorable Kaushalya Siriwardana has participated in numerous international conferences, humanitarian forums, cultural programs, and peace initiatives. Her work has been recognized by various international organizations and institutions, including recognition from the World Women's Economic Forum and the World Peace Conference.
In addition to her humanitarian and diplomatic responsibilities, she established Dawn Holding Company LLC (DHC), which supports sustainable and environmentally responsible projects in various parts of the world. Through this work, she has helped facilitate initiatives related to sustainable development, environmental protection, clean energy, agriculture, education, and community development.
Educated in the United States and India, Honorable Kaushalya Siriwardana continues her studies and research into cultures, history, ancient civilizations, universal laws, sustainable living, and humanitarian development. Her extensive travels throughout Asia, Africa, Europe, the Middle East, and Latin America have contributed to a broad understanding of cultures and global humanitarian needs.

Duties of the Head of the Governing Body
The Head of the Governing Body serves as the highest executive authority within Helping Hands Inc. Humanitarian All Nations Diplomatic Mission (HHIDM).
- Providing overall leadership and direction for HHIDM.
- Safeguarding and upholding the Constitution, Declaration, Core Principles, Core Values, Laws, Policies, Guidelines, Procedures, and Bilateral Treaties of HHIDM.
- Presiding over the Cabinet and providing final approval on matters brought forward by the Cabinet.
- Serving as the final signatory authority for official government documents, laws, treaties, appointments, directives, policies, and governmental instruments of HHIDM.
- Appointing Cabinet Members, Ambassadors-at-Large, Ambassadors, Administrative Officers, Council Members, and other officials in accordance with HHIDM policies and procedures.
- Representing HHIDM in diplomatic, governmental, humanitarian, cultural, educational, and international affairs.
- Providing oversight of all ministries, departments, councils, missions, sustainable centers, and diplomatic initiatives of HHIDM.
- Ensuring that all governmental actions remain consistent with HHIDM's Constitution, Declaration, Laws, and Bilateral Treaties.
- Promoting global peace, cultural understanding, education, environmental responsibility, humanitarian service, sustainable development, and non-violence.
- Protecting the integrity, identity, and long-term vision of Helping Hands Inc. Humanitarian All Nations Diplomatic Mission.
